I. ENGLISH VERSION

The lack of intelligent and advanced legislation to prevent or to punish the perpetration of intelligent or biopsychosociopathic crimes, in Mexico, allows the advanced science and technology in the criminals’ hands (already deviated towards evil for some years) to carry out illicit experiments and mutants on human beings, with the application of microchips or nanotecnological circuits in the brain, the eyes, the ears and the body in general, with the aim of finding some neuropsychoelectronical ways of manipulating and controlling human beings remotely. Dr Delgado’s studies in association with other psychopaths have probably continued to be carried out with other names and remotely. The miniaturization of electronic devices is a real fact and its detection and understanding are difficult to accept, and even more, if, out of ignorance, corruption and complicity or fear, other clinical interpretations are given to the discoveries of X-rayed pictures and lab tests. Another factor that disguises these advances and their illicit experimentations is that this project was most probably presented as a system of safety and of miraculous treatments to scientists and technologists . And most probably the latter area might be used in medicine. But given the characteristics of human ambition,it is a risk for the humanity to lose sight of this denunciation and much more, not to set up a legislative prevention. In addition, in order to continue masking this illicit process, the medical science (in Mexico and other parts of the world) gives the diagnosis of schizophrenia and paranoia to those who dare to speak of this process. In this way, the denunciations do not have any legal, scientific or technological validity whatsoever. Nevertheless in Northern Ireland, the people who state they are subjected to psychoelectronic experiments are already viewed with some ethics and psychiatric seriousness and they are examined more integrally. They send this information to the medical students and to the newly graduated ones so that they could bear in mind the aggression or the new clinical setting. The complex mechanisms used in this perverse process are the following: the waves’ or radiofrequencies’ longitudes are transducted (or converted) into electrical energy and this electrical energy is transformed by the electronic miniaturized implants into audio-video respectively in the ears and the eyes and in electromagnetochemical discharges, on the level of the central and peripherical nervous system.Also on the level of the autonomous nervous system which includes the nervous pairs that go out of the spinal medulla and into corporal electrical discharges, depending on the place where the miniaturized electronical devices have been applied and depending on the aim of the experimental moment. The intelligently skillful messages are designed so that they can oppress with this new information, the brain, the senses and the body, causing ,as a result, emotionally and corporally modified states of conscience, and reinforcing these aggressions or new (obsessive – compulsive) fixations, with high sublimination and opto-auditive-neurosensorial hypnosis, that directly attack the conscious, the subconscious and the unconscious mind (awake and asleep) and, in this way, produce new biopsychosociopath graduates who could serve these sects of perverse wealthy individuals in power, and in order to gain political, labour, union, financial and sexual favours. And also in this way to place these guinea pigs or implanted ( unwittingly manipulated ), in high positions and high social or governmental standing, in order to allow and to help these criminal researchers to covertly continue these experimental aberrations or perverse projects with financial interests, morbid, inhuman and enslaving objectives and in order to leave these murderers and mutants of lese humanity undercover and unpunished. I hope to stir the interest of research of the decent science in Mexico and in the world. This is not science fiction, nor cheap paranoid schizophrenia, nor aliens’ kidnappings set up to conceal the truth. I suggest that you should see the movie ” The Manchurian Candidate ” (The Smell of Fear) with Denzel Washington, which is a case in point of what is illegally and criminally performed on Mexican people, by some psychopath groups of mentally unbalanced researchers. On the other hand in my own eyes, besides perceiving skillfully intelligent imagenological phenomenology, to disturb my conscience state, I can see at any moment, a countless series of microcircles one inside the others, with perimeters of major and minor density, some of them are fixed, some others are moving, interrelated by means of micro filaments in parallel (like pods) and which also carry microcircles inside. In addition, there’s a kind of screen formed by these microfilaments of a one centimeter long on each side (perhaps it is chronic hallucination or the optobionic implant?) and by means of this device they convey highly subliminal perturbing pictures to manipulate my conscience state and my daily-life activities . Using also other optograms or figures intelligently designed and infiltrated, superimposed on or put in the background of my normal visual field, by the new microtechnological or nanotecnological visual field, which contributes to stun my senses, my psychoneurological perception, memory,etc. In addition, they include white, red, green, microlights,etc. that hurt my vision or optical nerve and unleash modified emotional states,which means they are giving new aberrant, disturbing and perversely criminal information to my brain and my mind ” from my eyes and ears backwards “, and without anybody’s being aware of it. They do not even give a nanosecond rest to my mind, making us believe, in this way, that they can control and “read” the thoughts, but as a matter of fact, it is only a continuous, permanent programming system. There is still time to punish and prevent these atrocities or projects of human control with psychotronic mechanisms and I hope at least to stir the interest of intelligent and ethical groups, to check and see that what I am exposing is true, as they do not have any interest in examining me technologically and scientifically, here in Mexico ! I will fill any space offered to me by Internet with this denunciation, addressed to other countries, universities and research centers, in the whole world, as either the scientists and technologists here, in my country, are accomplices and corrupt, or ignorance and fear make them blind and deaf.

II. VERSION ORIGINAL EN ESPAÑOL.

La falta de legislación avanzada, para prevenir o castigar la producción de delitos inteligentes o biopsicosociopatías, en México, favorece que la ciencia y tecnología avanzadas en manos de criminales (ya desviadas hacia el mal, desde hace algunos años), puedan realizar experimentos ilícitos y mutantes en humanos, con la aplicación de microchips o circuitos nanotecnológicos en cerebros, ojos, oídos y cuerpo en general, con objetivos de encontrar formas neuropsicoelectrónicas para manipular y controlar a los seres humanos remotamente. Los estudios del doctor Delgado en asociación con otros psicópatas, probablemente han seguido realizándose con otros nombres y en secreto. La miniaturización de dispositivos electrónicos es un hecho real y su detección y entendimiento son difíciles de aceptar, más aún, si a los hallazgos de imágenes en rayos x o pruebas de gabinete se le dan otras interpretaciones clínicas, por ignorancia, corrupción y complicidad o miedo. Otro factor que enmascara éstos adelantos y sus experimentaciones ilícitas es que muy probablemente a los científicos y tecnólogos, les fue pre$entado este proyecto como sistemas de seguridad y de curaciones milagrosas. Y muy probablemente en este último renglón se podría utilizar en medicina. Pero dadas las características de la ambición humana, es un riesgo para la humanidad perder de vista esta denuncia y mucho más, no realizar una prevención legislativa. Ya que, además para seguir enmascarando este proceso, a quiénes se atreven a hablar de este proceso, les hacen el diagnóstico, la ciencia médica (en México y otras partes del mundo), de esquizofrenia y paranoia. No así en Irlanda del Norte en dónde ya se toma con ética y seriedad, a estas personas y se les estudia integralmente. Los mecanismos complejos que se utilizan en este proceso son los siguientes: Las longitudes de onda o radiofrecuencias son transductadas en energía eléctrica y éstas en audio, video y descargas electromagnéticas-químicas cerebrales y corporales mediante los dispositivos miniaturizados implantados, en los sitios ya mencionados. Los mensajes inteligentemente mañosos, abruman con esta nueva información al cerebro y a los sentidos, ocasionando como respuestas, estados de conciencia y emocionales alterados, potencializando las agresiones o fijaciones nuevas, con sublime subliminación e hipnosis opto-auditiva-neurosensorial. Y Mediante ésta metodología inteligente se puede producir un nuevo tipo de educación, pero hacia el mal. Con el resultado de la producción de nuevos graduados biopsicosociópatas que puedan servir a éstas sectas de adinerados en el poder, para conseguir favores políticos, laborales, sindicales, económicos, sexuales etc. Y así colocar a éstos conejillos de indias o implantados, en puestos importantes y niveles sociales, que les permitan o faciliten continuar en secreto con estas aberraciones experimentales y sus intereses económicos y sus objetivos malsanos, inhumanos, esclavizantes, mutantes y asesinos de lesa humanidad. Espero despertar el interés de investigación de la ciencia decente de México. Esto ya no es ciencia ficción. Ni esquizofrenia. Sugiero vean la película “the manchurian candidate” (El embajador del miedo) con Denzel Washington, que es un ejemplo exacto de lo que se esta realizando en mexicanos en forma ilegal y criminal, por algún grupo psicópata de investigadores perturbados. En mis ojos además de percibir fenomenología imagenológica mañosamente inteligente para perturbar mi estado de conciencia, veo en cualquier instante una serie incontable de micro círculos unos dentro de otros con perímetros de mayor y menor densidad, algunos fijos, otros en movimiento interrelacionados por medio de micro filamentos en paralelo (como vainas) y que en su interior también portan micro círculos. Además una especie de pantalla formada por estos micro filamentos de un centímetro por lado. A través de la cual transmiten imágenes sublimemente subliminales perturbantes para manipularme. Entre otros opto gramas o figuras inteligentemente diseñadas para aturdir mis sentidos, incluyendo micro luces blancas, rojas, etc. Es decir están dando información aberrante, perturbada y perversamente criminal a mi cerebro y mente de “mis ojos y oídos hacia atrás”. Y sin que nadie lo note. Estamos a tiempo de castigar y prevenir estas atrocidades y espero cuando menos despertar el interés de grupos inteligentes para comprobar que lo que denuncio es verdad y ¡como no me investigan tecnologica y cientificamente, llenare de esta denuncia todo espacio que se me facilite por internet, a otros paises, universidades, centros de investigación etc.Ya que los de aquí o son cómplices, corruptos o la ignorancia los hace ciegos y sordos.

Mi integridad biológica, psicológica y social patrimonial, día a día, segundo a segundo, las 24 hrs. De todos los meses esta en peligro y me importa nada seguir diviertiendome con esta agresión puesto que los experimentadores que realizan esta porqueria criminal de experimentación están que se revuelcan de rabia por saberse descubiertos y ovbiamente la agresión es mayor por sus radiofrecuencias. ¿Saben ustedes?. Que se puede asesinar a través de estos experimentos a control remoto, espiar, accidentar etc. Y sin legislación actualizada e inteligente al respecto, pués han de creer estos perturbados que está permitida su forma de mutar y asesinar a la raza humana y animales etc. Denme un punto de apoyo y los encarcelaremos. Es increíble que no quieran examinarme mis ojos con aparatos que detecten o vean micro o nanotecnología. No pido dinero.

Señores diputados y periodistas por favor tomen en cuenta ésta denuncia o sugerencia, para legislar al respecto, investiguen la probabilidad de la presencia de estos experimentos aquí en México, no lo tomen a la ligera, ni como esquizofrenia paranoide.¿Porqué hay tanta proliferación de antenas dizque de celulares en México? Les sugiero lean en internet acerca de los siguientes temas, antes de desechar mi propuesta: Rhic Edom, proyecto mk-ultra, dispositivos electrónicos MBI, Chip capturador del alma 2025, Control mental por microchips, vivir bajo hipnosis:implantes de microchips, control de la mente. etc. etc.Por comentar esta probabilidad experimental perversa, con mis colegas médicos del issste, fuí pensionado mañosamente y agredido en mi moral, economía, dignidad, profesión, patrimonio, etc. Ya basta de callar.
